Correlation binds the evidence to the exact operation. A contract names strategies such as the resource id from the action response, the idempotency key, or a fingerprint with a time window.

A strategy is strong when its key is unique to this operation. It is weak when the key can match another operation, and then it must state a time window. An Official contract needs one strong strategy.
